They kick in Wednesdays at 12am Eastern, 10pm MST, so in case of some California/West Coast games starting at 10:30 our time, you can trade right before it starts (as long as the player you are trading isn't frozen or active).

I have done some serious pondering on this. Has there ever been a 9:30 start?

Yeah that doesn't seem quite right to me either.  That is pretty late.  I can't say I have ever seen games starting at 12:30 Eastern on nhl.com.
